The future of our industry is being shaped by shifting demographics, evolving regulations, and technology innovations. But perhaps the biggest change of all is that healthcare is being fundamentally transformed by shifting the focus from the quantity of services provided to quality of care and patient outcomes. Value-based care (VBC) is already having an impact in post-acute care, driving changes in care delivery and reimbursement models.
Medicare’s SNF Value-Based Purchasing (VBP) Program links Medicare payments to the quality of care provided in nursing facilities, rewarding and penalizing them based on quality measure performance. Many facilities are participating in alternative payment models (such as bundled payments) and accountable care organizations. Some operators have even started their own Medicare Advantage plans, such as I-SNPs and D-SNPs. Well over half of states have implemented Medicaid value-based payment (VBP) programs, with many more planning to do so or actively exploring the possibility.
There’s no turning back from VBC. In 2021, the Centers for Medicare & Medicaid Services (CMS) announced a “strategy refresh” for its value-based care initiatives, emphasizing equity, innovation, and broader participation in value-based care models. Central to that strategy is the ambitious goal to have all Medicare beneficiaries and most Medicaid beneficiaries in accountable care relationships by 2030.
